Six procedural gates, in order. Each is a place where a bill can die, each has a standard technique for getting through it, and each cost something. The gates are general: any major bill faces the same sequence.
The votes
Four roll calls decided it. Each is shown two ways, by party and by region, because the two tell different stories and only one of them is a good predictor of how a member voted.

The ledger
The construction history as a single sequence. Courts read the statute, Congress sometimes disagreed and amended it, and the pattern of who moved last is the most instructive thing about the whole statute.
